Simplified you can take a credit for 30% of your job with a maximum of $600, SO what is available is $600 credit for upgrading your purchase to Windows that qualify as "Most Efficient" under the new 2023 Energy Star Program. These windows however will be much, much, much more expensive and that $600 won't go very far in immediate savings or long term payback on energy consumption.

These enhancements however, don't come for free... the upgrades to any brand of windows to achieve these low U values and limit the reduction of Solar Heat Gain, (which doesn't save the South and South central much money at all) actually come at a enormous cost. Nearly a 100-200 percent increase in the purchase price of your windows.
Simply put the $600 in savings would not ever cover the added cost of one window you would purchase and the energy savings for you personally would never even come close to recoup in your lifetime.
The regular energy star windows are more than efficient if ROI is any concern for you. But, each house saves a nickel that can add up to a lot for the U.S Government on relieving some added strain to the power grid, with all the changes in electric cars ahead and limited capacity to the overall availability of power without adding new plants.
